| The CGIAR initiative and the development of the SIFR strategy have been closely coordinated. The SIFR strategy recognizes the need to support an international fisheries research institute under the auspices of the CGIAR. Such an institute would conduct research on the basic conditions restricting sustainable development of the sector - particularly in tropical countries. This is to complement, for the immediate future, the ultimate goal of enabling national or regional centers to execute such research. Toward achieving that goal, the SIFR Advisory Committee has established as its first priority the strengthening of national capacity for applied research to support national and regional fishery management. The Support Unit for International Fisheries and Aquatic Research (SIFAR)was founded in in March 1998 and is based alongside the Fisheries Department of the Food and Agriculture Organization (FAO) in Rome. Financed by contributions from a range of donors, including the United Kingdom ( DFID ), Norway, Canada, Iceland, The World Bank and UNDP, SIFAR was set up in response to recommendations made both by the major donor-funded Study of International Fisheries Research and a series of donor meetings. | | | | SIFAR aims to play a facilitating role in defining an agenda for applied fisheries and aquatic resources research. Following the initial subregional meetings of the project, which were intended to elaborate its programme of work, it was decided by participating countries that an information network was needed to support and link the work of the specialized research and development networks to be set up by the project. | | | | SIFAR's mission statement is responsive research for responsible fisheries, reflecting both the need to address demand-led activities and the principles laid out in the Code of Conduct for Responsible Fisheries. | | | | |
