Access right

DEFINITION
  • In fisheries, an authorisation (access right) , given to a user (e.g. a vessel owner) by a competent fishery management authority or by legislation, to exploit a resource, a particular species, or a share of a total allowable catch. Access rights can be granted against payment or free of charge. They are usually conditional and used under constraints specified in the management plan.
